Your culture choice shapes both your army and the economy paying for it. This Age of Wonders 4 culture tier list 2026 guide compares the mechanics behind Mercantile, Feudal, Dark, Oathsworn, Architect, and Primal builds. Start with the interaction you want to build around: trade income, ruler-led armies, status effects, Devotion, monuments, or favored terrain.
Culture Choices After the Manta Update
Trade Routes add another consideration to faction creation: how your cities collect income beyond their own provinces.
- The Silver Seas launched November 3, 2026, introducing Mercantile culture with Barony and Cartel organizations.
- The free Manta Update introduced Trade Routes for all owners of Age of Wonders 4.
- The launch version is 1.017.001.126767, with cheaper embarking, ocean Outposts, and changes to water combat.
Outposts no longer provide their resource income automatically, and they no longer charge upkeep. Connect an Outpost to a city through a Trade Route to collect its domain income. Magic Materials remain accessible through domain ownership even without that connection.
Routes cost Draft to establish, with distance and destination affecting the price. Each city generally starts with one route slot; trade structures at city tiers 2, 3, and 4 increase capacity and improve escorts.
Compare the income a route delivers against the territory you must defend. A successful raid pays the attacker three turns of that route’s income. Escorts can stop small raiding groups, but they cannot hold off full armies.

Mercantile Barony: Bounties and Trade Hubs
The Barony combines Shadow and Materium with Outpost expansion, trade infrastructure, and focused attacks against marked targets.

Envoy scouts can establish Outposts without a hero. The Barony’s Improved Work Camp lets those Outposts claim two additional provinces instead of one. Both Mercantile organizations can also develop Water Outposts into cities.
Use Envoys to claim resource locations, then connect those Outposts to cities with available route capacity. Claiming the territory and collecting its income are separate steps.
Build Your Army Around Assigned Bounties
Support units and heroes can assign Bounties. Units with Bounty Hunter take less damage from those targets and deal more damage to them. Killing a bounty target also grants extra experience, including to units without Bounty Hunter.
The army supports that focus-fire pattern:
- Marine: A shield unit whose enhanced defense mode grants First Strike and unlimited Retaliation attacks.
- Magewright: Restores 40 HP and grants Defensive Masters for a turn. Its basic attack inflicts Sundered Defense, but it lacks an inherent debuff-cleansing ability.
- Silvershot: A ranged unit with a range-5 basic shot. Steady Aim grants 50% accuracy and 20% damage when it starts its turn outside melee engagement, lasting until it moves.
Assign a Bounty before committing your damage, and protect stationary Silvershots with your frontline. Their range-6 Silver Bullet Shot requires a full action and carries Giant Slayer, giving you a specific attack to line up against Large Targets.
Mark Bounty adds another targeting tool: it applies Bounty and three stacks of Marked. Bounty Hunter’s Writ extends the mechanic to non-Mercantile units, while support units gain Assign Bounty instead.
Develop Connected Cities
The Trade District produces additional Gold for routes connecting to its city, including incoming routes owned by other empires. The Barony’s Warehouse and Food Markets also reward connected routes, while its unique tier-3 structure adds route capacity and Stability benefits.
Count incoming routes when choosing where to develop a trade hub. The Barony’s city bonuses reward connections in both directions.
Mercantile Cartel: Leverage and Smuggling Routes
The Cartel combines Shadow and Chaos with hidden trade connections and flanking attacks.

Smuggling Routes can connect to rival cities even without a Free Trade Agreement, including hostile cities. Other players reveal these routes only while one of their units stands on them. Routes established without an agreement provide reduced income.
Negotiate Free Trade Agreements when possible to increase the return from your foreign connections. Smuggling lets you bypass the agreement requirement; an agreement still improves the business.
Set Up Leverage Before Flanking
Observant applies Leverage to enemies within range 4 each turn while the observing unit is not engaged in melee. Leverage increases damage from the next flanking attack by a flat amount and lets that attack bypass Status Effect Resistance.
Keep Observant units out of melee while you prepare a flank. Hirelings support that setup with single-shot ranged attacks, while Scry Leverage applies two stacks to a target and two additional targets within range 3.
The Cartel’s specialist units add several ways to disrupt an enemy:
- Informant: Uses Universal Camouflage to scout through borders while undetected.
- Goon: Uses Observe to add Leverage, gain evasion, and enter defense mode. Replaceable lets you spend Gold after combat to recover a fallen Goon with its experience retained.
- Curse Peddler: Applies Weakened and Leverage through Divine Weakness, which affects enemies of the same unit type.
- Mage Slayer: Inflicts Mana Drained to disable Magic, Support, and Debuff abilities. Arcane Interrogation steals positive status effects while damaging the target and healing the user.
Curse Inversion heals 10 HP, removes all negative status effects, and restores another 10 HP per effect removed. Use it on a heavily debuffed ally to combine cleansing with additional healing.
On the economic side, the Cartel’s Smuggling Network, Black Market, and Informant Network reward routes to foreign cities with Food, Gold, and Imperium respectively.
Feudal: Monarchy and Aristocracy Change Army Upkeep
Feudal’s two authorities attach their benefits to different leaders. Monarchy centers its bonuses on the ruler and home territory; Aristocracy ties units to city Houses and their heads.
Image: PlayStation Store
| Authority | Combat mechanic | Upkeep mechanic |
|---|---|---|
| Monarchy | For the Monarch grants +1 Defense, +1 Resistance, +10% damage, and +10 Morale beside the ruler or inside home borders | Units in the ruler’s army have no upkeep, including Imperium upkeep; the ruler is excluded |
| Aristocracy | For the Liege grants battle HP and Morale based on the matching House head’s Renown | Units receive −10% upkeep per Renown level while their army is led by their House head |
Monarchy’s upkeep exemption is not subject to the usual 50% reduction cap. Place upkeep-heavy units in the ruler’s army to use that exemption. Remember that the combat bonus and upkeep exemption have different conditions: fighting inside home borders activates For the Monarch, but does not make every defending army free.
Aristocracy requires attention to House membership. A city’s governor becomes its House head, and recruitment or summoning determines which House a unit joins.
Match units with their own House head before relying on For the Liege. Each Renown level also provides 5 HP of world-map healing per turn, plus 10 battle HP and 5 Morale when fighting beside that leader.
Feudal units also use Stand Together, granting 20% additional damage while adjacent to another friendly unit with the same trait. Arrange adjacency before attacking, especially when moving Knights into charging positions.
Dark: Death and Tyranny Reward Different Combat Patterns
Dark cities can negate the economic penalties associated with negative Stability. That protection does not automatically prevent provinces from breaking away; the Overlord’s Tower provides that separate safeguard.
The two cults create different reasons to keep fighting.
Death: Accumulate Mortal Blessings
Power from Death grants a Mortal Blessing when another unit dies in battle, or two stacks when the beneficiary gets the kill.
Each stack provides:
- 5 temporary HP and maximum HP.
- 2% Critical Hit Chance.
- A combat-long benefit, up to 10 stacks.
Finish vulnerable enemies before committing to tougher targets to accumulate Mortal Blessings.
Death also uses defeated heroes economically. Embalming heroes in the Crypt provides Mana and Embalmed Sacrifices, which are required for its unique province improvement and city structures.
Tyranny: Apply Status Vulnerability
Aura of Tyranny reduces adjacent enemies’ Status Resistance by 1. Attacks can also inflict Status Vulnerability and grant temporary HP to the attacker.
Repeating attacks have a 60% chance to trigger those effects and provide 5 temporary HP. Single-shot attacks have a 90% chance and provide 10 temporary HP.
Position Tyranny units adjacent to intended debuff targets before applying status effects.
Tyranny also uses imprisoned heroes as Hostages in place of Whispering Stones for matching Vassals. Multiple Hostages for the same city stack, and releasing a city as a Vassal generates a Hostage hero.
Oathsworn: Devotion Determines Your Combat Bonuses
Harmony and Righteousness both tie cultural combat effects to Devotion, but they reward different behavior.
| Devotion level | Harmony: Harmonize | Righteousness: Nobility |
|---|---|---|
| Oathbreaker | Applies 3 Weakened for 3 turns | −20% damage on all attacks |
| Neutral | Restores 5 temporary HP | +2 Spirit damage |
| Adherent | Restores 10 temporary HP | +3 Spirit damage |
| Devotee | Restores 20 temporary HP | +4 Spirit damage |
| Paragon | Restores 30 temporary HP | +5 Spirit damage |
Harmonize activates when a unit falls below 60% of maximum HP. Nobility adds Spirit damage to base non-flanking attacks, with doubled bonuses for non-repeating base attacks.
Harmony: Maintain Devotion Through Diplomacy and Clearing
Harmony grants +100 relations with Free Cities and Empires. Conquering a Free City turns it into a Vassal rather than a Tributary.
Its Devotion gains include clearing infestations and ancient wonders, entering truces, and forgiving grievances. Declaring wars, fabricating grievances, and razing or settling conquered cities reduce Devotion.
Clear infestations and ancient wonders while developing diplomatic relationships. Those actions support the same Devotion system that strengthens Harmonize.
The Peacebringer provides a mounted ranged option with a repeating bow attack and an always-hitting Line Shot that damages enemies in a three-hex line. Line up multiple targets before spending Line Shot’s two-turn cooldown.
Righteousness: Protect Your Alignment
Righteousness gains Devotion from Good alignment and loses it from Evil alignment. Evil alignment gains are doubled.
Choose actions that preserve Good alignment to maintain Nobility’s damage bonus.
The Avenger combines a charge attack with Helmsplitter, a 50-Physical-damage full-action attack that ignores 50% of the target’s Defense and Resistance. Plan movement around Helmsplitter’s full-action requirement rather than assuming you can reposition and use it immediately.
Architect: Plan Around Wonderstone and Monument Costs
Architect culture can select any affinity during faction creation, receiving two points in that affinity. Monuments require at least three points in their chosen affinity before construction can begin.
Wonderstone comes from two activities:
- Surveying a Magic Material province once with a Surveyor grants 50 Wonderstone.
- Each owned Magic Material provides 8 Wonderstone per turn, including materials obtained through trade or Vassals.
| First monument stage | Production cost | Wonderstone cost | Listed benefit |
|---|---|---|---|
| Foundation | 250 | 200 | +1 Affinity and Affinity Incarnate |
| Sanctum | 450 | 300 | +1 Affinity; +2 Affinity Incarnate; +20 Stability |
Each city can build one monument. Successive monuments and their tiers cost 1.5 times as much as the previous monument’s equivalent construction. Gold cannot hurry monument construction.
Secure Magic Materials and establish Wonderstone income before committing to multiple monuments. Surveying gives a one-time boost; material ownership sustains construction over subsequent turns.
Affinity Incarnate adds 1 damage of the corresponding type per stack to all attacks, doubled for Single Shot attacks. It affects Architect cultural units and units carrying Incarnate Mark.
Your empire’s dominant affinity determines Architect cultural units’ base damage type. Check your total empire affinities when planning damage types. The faction-creation choice contributes to that total rather than independently locking the army’s damage type.
Primal: Match Your Totem to the Terrain Economy
Primal culture offers seven animal totems. Mire Crocodile and Storm Crow demonstrate how the choice connects starting terrain, province income, movement, and combat effects.
Mire Crocodile starts in swamp terrain. Favored Swamp provinces gain 3 Food, while the Mire Megalith gains 6 Food per adjacent Swamp province. Units receive Swamp Walk, immunity to Diseased, and a boon that adds 3 Blight damage and inflicts Diseased.
Place the Mire Megalith beside multiple Swamp provinces to increase its Food output.
Storm Crow starts in grassland terrain. Favored Grassland provinces gain 2 Mana, while the Storm Megalith gains 4 Mana per adjacent Grassland province. Units receive Grassland Walk and a boon adding 3 Lightning damage, plus 4 Lightning damage to adjacent enemies.
Build around Grassland adjacency for Mana income, and target clustered enemies when using Storm Crow’s boon.
